Source of Funds:The People’s Republic of China has received financing from the Asian Development Bank (ADB) toward the cost of Xiangtan Low-Carbon Transformation Sector Development Program. Part of this financing will be used for payments under the contract named above.,. Bidding is open to Bidders from eligible source countries of ADB.

3、Qualification Requirements For Bidder
Qualifications or Performance:a.Nonperformance of a contract did not occur as a result of contractor default since September 1, 2019.
b.All pending litigation and arbitration, if any, shall be treated as resolved against the Bidder and shall not represent a total of more than fifty percent (50%) of the Bidder’s net worth calculated as the difference between total assets and total liabilities.
c.From 1 January 2019 to the bid submission deadline, successful completion as main supplier of at least two (2) contracts, each valued at no less than CNY 14.4 million or its equivalent in other currency. The contract is related to any type of business direction in the field of information technology construction.
d.Submission of audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Purchaser, for the last three (3) years (Year 2021-2023) to demonstrate the current soundness of the Bidder’s financial position. Bidder’s net worth for last year calculated as the difference between total assets and total liabilities should be positive as a minimum requirement.
e.Minimum average annual turnover of CNY 36 million or its equivalent in other currency calculated as total payments received by the Bidder for contracts completed or under execution over the last three (3) years (Year 2021-2023).
f.Availability of or access to liquid assets, credit lines, and other financing means are sufficient to meet the cash flow required to fulfill the contract: CNY 9 million or equivalent in other currencies.
