3、Qualification Requirements For Bidder
Qualifications or Performance:I.Financial Situation:
1.Financial Capabilities:Submission of audited balance sheets or if not required by the law of the Bidder's Country, other financial statements acceptable to the Employer, for the last three years (from 2019 to 2021) to demonstrate the current soundness of the Bidders financial position and its prospective long term profitability. As a minimum, the bidder's net assets (calculated by the difference between total assets and total liabilities) in each of the last three years (2019 - 2021) should be positive.
2.Average Annual Turnover:Minimum average annual turnover of RMB 162 million, calculated as total certified payments received for contracts in progress or completed, within the last three (3) (from 2019 to 2021) years. (If the Bidder is JV, the leader of the JV must meet one hundred percent (100%) of the required amount, and the members of the JV must meet twenty-five percent (25%) of the required amount)
3. Financial Resources:The Bidder must demonstrate access to, or availability of, financial resources in the previous year (2021) such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet:
(i)the following cash-flow requirement: RMB 14.00 million; and (ii) the overall cash flow requirements for this contract and its current commitments.(If the Bidder is JV, the leader of the JV must meet one hundred percent (100%) of the required amount, and the members of the JV must meet forty percent (40%) of the required amount)
II.Experience:
1. General Experience:Experience in Equipment Supply and Installation sector under contracts in the role of contractor, subcontractor, or management contractor for at least the last five (5) years starting from 1st January 2017.
2. Specific Experience:
Bidders shall possess one of the following certificates:Participation as contractor, joint venture member, management contractor, or subcontractor, in at least one (1) Equipment supply and Installation contract or Equipment Supply contract within the last five (5) years (since January 1, 2017 till the deadline for bid submission), and the value of the portion of the contract it actually completed (① only referring to the total supply and installation combined; ② different works or contracts under the same project can only be deemed as one contract performance and the amounts of these contracts should not be aggregated) shall be no less than RMB 52.00 million. These contracts shall have been successfully and substantially completed and are similar to the proposed Plant and Installation Services.
The similarity of the contracts shall be based on the following: The contract scope shall include supply and installation of leachate, kitchen (kitchen waste) biogas slurry or the above-mentioned sewage mixed liquid treatment system that are similar in nature and complexity to this Contract, and the waste water treatment capacity of the single facility is greater than or equal to 2000 m3/day and it shall have been operating stably for at least six months. (If the Bidder is JV, the leader of the JV must meet this requirement)
3. Qualification Requirements:
Grade II or above level of Qualification for Genera l Contracting of Mechanical and Electrical Installation Engineering; Or Grade II or above level of Qualification for Professional Contracting of Environmental Protection Engineering; Or GradeⅠor above level of Qualification for General Contracting of Municipal Public Engineering.(If the Bidder is JV, at least one party must meet this requirement)
