Overview:The People's Republic of China has received financing from the Asian Development Bank (ADB) towards the cost of Multimodal Passenger Hub and Railway Maintenance Project, and it intends to apply part of the proceeds of this financing to payments under the contracts named below for Catenary Maintenance Vehicle (the "Goods"). Bidding is open to bidders from eligible source countries of ADB.
Source of Funds:The source of funds is ADB loan and has been implemented.
Description of The Prepared Bidding Conditions:ADB has approved the BD and the advertisement can be published.

3、Qualification Requirements For Bidder
Qualifications or Performance:1. History of Nonperforming Contracts
Nonperformance of a contract did not occur as a result of contractor default since 1 January 2020.
2. Suspension Based on Execution of Bid-Securing Declaration
Not under suspension based on execution of a Bid-Securing Declaration pursuant to ITB 4.6.
3. Pending Litigation
All pending litigation, arbitration or other material events impacting the net worth and/or liquidity of the bidder, if any, shall be treated as resolved against the Bidder and so shall in total not represent more than 50 percent (50%) of the Bidder's net worth calculated as the difference between total assets and total liabilities.
4. Contractual Experience
The Bidder must have successfully completed at least one (1) contract of railway project as main supplier from 1 January 2017 to the bid opening date (subject to the contract signing time), that is similar to the proposed goods under the corresponding lot. The value of each contract must be no less than:

5. Technical Experience
1) The Bidders shall provide effective End-user certificate(s) from (i) the business managing department of the operation managing Railway Company managed by China State Railway Group Co., Ltd. (If the End-user is not CR or its affiliated enterprise, it should be issued by the End-user's business management department) (for domestic bidders), and (ii) the relevant railway authority or railway company (for foreign bidders), demonstrating that:
From 1 January 2017 to the bid opening date (subject to the contract signing date), the proposed goods must have railway supply performance, have been put into production for at least 1 year, have sold at least 1 similar type and specification of equipment in the railway industry, and have been stably and reliably put into operation for at least 1 year. The End-user Certificate (officially sealed by the business managing department) should be issued by the managing department of the Railway Bureau Group Company (If the End-user is not CR or its affiliated enterprise, it should be issued by the End-user's business management department), and the corresponding contract copies should be attached.

The End-user Certificate(s) must state the product name, type and quantity and the period of operation of the goods.
2) For goods manufactured domestically which are required under applicable Chinese regulations to be manufactured under a license or administrative permit or certification, the Bidder shall provide a copy of the relevant production license/administrative permit.
For Goods manufactured by foreign countries outside of PRC, if an Import License is required according to relevant Chinese regulations, the Bidder or its domestic agent (including after-sales service agent) shall obtain the Import License in accordance with the regulations of the Peoples' Republic of China. The bidder shall submit a commitment letter together with its bid.
3) The Bidder must provide test reports as specified in Section 6, Technical Specifications, issued by independent testing laboratories or institutes (if necessary).
6. Production Capacity
The Bidder or manufacturer shall demonstrate that it can supply the type, size, and quantity of the goods as required by Purchaser in accordance with the Delivery and Completion Schedule in Section 6 (Schedule of Supply).
7. Historical Financial Performance
Submission of audited financial statements or, if not required by the law of the Bidder's country, other financial statements acceptable to the Purchaser, for the last 3 years (2020-2022) to demonstrate the current soundness of the Bidder's financial position. As a minimum, the Bidder's net worth for the year 2022 calculated as the difference between total assets and total liabilities should be positive.
8. Size of Operation (Average Annual Turnover)
The Bidder must demonstrate a minimum average annual turnover, defined as the total payments received by the Bidder for contracts completed or under execution over the last 3 years (2020-2022), of:
