1、Bidding Conditions
Overview:The Chongyi County Development and Investment Group Co., Ltd. (the Purchaser)invites sealed bids from eligible Bidders for Equipment and Vehicles for Rural Solid Waste Treatment Center in Chongyi County. The scope of this contract includes the supply and related services of 3 Truck-mounted dump trucks, 16 sprinklers (18 tons), 16 Closed barrel garbage trucks, 3 Pure electric sweeper trucks(3 tons), 24 Three-wheeled wash trucks, 20 Pure electric multi-purpose trucks, 1 Pure electric multi-purpose dust suppressor (18 tons), 1 Pure electric sweeper truck (18 tons), 6 Pure electric self-loading garbage trucks, 2 sets of integrated kitchen waste and garbage treatment equipment (2 tons), and 5 sets of integrated kitchen garbage and wastes treatment equipment (1 ton). Please refer to Section 6 Schedule of Supply of the Bidding Document for details.Delivery date: All the contract equipment shall be delivered within 180 days after signing the contract.
Source of Funds:The Government of the People's Republic of China has received financing from the Asian Development Bank (ADB) toward the cost of Jiangxi Ganzhou Rural Vitalization and Comprehensive Environment Improvement Project, and it intends to apply part of the proceeds of this financing to payments under the contract named above. Bidding is open to Bidders from eligible source countries of ADB.

3、Qualification Requirements For Bidder
Qualifications or Performance:Qualifications requirements mainly include:
(1)Minimum average annual turnover of CNY 51 million or equivalent in other currency calculated as total payments received by the Bidder for contracts completed or under execution over the last Three (3) years (Year 2021-2023).
(2)Successful completion as main supplier from January 1, 2021 to the bid submission deadline, of at least three (3) supply contracts for environmental sanitation vehicles, each valued at least CNY 20,000,000.00 or equivalent in other currency, and each contract includes the supply of two types of equipment: Truck-mounted dump trucks and sprinklers.
(3)Submission of audited financial statements or, if not required by the law of the Bidder's country, other financial statements acceptable to the Purchaser, for the last three (3) years (Year 2021-2023) to demonstrate the current soundness of the Bidder's financial position. As a minimum, the Bidder's net worth for the last year calculated as the difference between total assets and total liabilities should be positive.
(4)Availability of or access to liquid assets, lines of credit, and other finances sufficient to meet cash flow requirement which is CNY 12 million or equivalent in other currency.
