(a) The government of the People's Republic of China has received financing from the Asian Development Bank (ADB) toward the cost of Anhui Chao Lake Environmental Rehabilitation Project (Phase 2), and it intends to apply part of the proceeds of this financing to payments under the contracts named XCF-Goods-1: Xiaocang Fang Wastewater Treatment Plant Phase IV Project-Equipment. Bidding is open to bidders from eligible source countries of ADB.
(b) CITIC International Tendering Co., Ltd. (bidding agent, address below) is entrusted by Hefei Municipal Water Environment Construction & Investment Co. Ltd (purchaser, address below), invites sealed bids from eligible bidders for the following contract package goods and related services of this project.

(c) International competitive bidding will be conducted in accordance with ADB’s Single Stage - One Envelope procedure and is open to all bidders from eligible countries as described in the Bidding Document. The Bidder should successfully complete registration on http://www.90sk.cn prior to the deadline for submission of bids stipulated in the bidding document. Otherwise, the bidders cannot enter into bidding procedures, and any consequence arisen thereafter shall be borne by bidders.

(g) The Hefei Municipal Water Environment Construction & Investment Co. Ltd and CITIC International Tendering Co., Ltd. will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.
(h) Qualification Criteria
1) Pending Litigation and Arbitration
All pending litigation, arbitration or other material events, if any, affecting the net assets and/or liquid assets of the Bidder shall be treated as adverse to the Bidder and therefore shall not exceed in the aggregate 50 per cent of the Bidder's net assets, which is defined as the difference between total assets and total liabilities.
2) History of Nonperforming Contracts
Nonperformance of a contract did not occur as a result of supplier default since 1 January 2020.
3) Contractual Experience
Since January 1, 2020 (based on the time of signing the contract), the bidder has a track record of equipment supply and installation for sewage treatment plants with a contract value of not less than 160 million yuan (or the equivalent amount in other currencies) for individual contracts and a processing capacity of not less than 100,000 tons/day that has been put into formal operation.
Note: The above-mentioned performance of supplying and installing equipment for sewage treatment plants refers to sewage treatment plant (or water purification plant that treats sewage) projects. Projects that only carry out upgrading and reconstruction of sewage treatment plants, projects of reclaimed water plants that only carry out advanced treatment of the tail water of sewage treatment plants, and projects of reclaimed water plants that treat rainwater are not recognized.
4) Historical Financial Performance
Submission of audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Purchaser, last three years i.e. 2021, 2022, 2023 to demonstrate the current soundness of the Bidder’s financial position. As a minimum, the Bidder’s net worth for the last year calculated as the difference between total assets and total liabilities should be positive.
5) Size of Operation (Average Annual Turnover)
Minimum average annual turnover of RMB 500 million calculated as total payments received by the Bidder for contracts completed or under execution over the last 3 years （ie.2021,2022,2023）.
6) Cash Flow Capacity
The Bidder shall demonstrate that its most recent working capital (year 2023) (i.e. current assets minus current liabilities), plus any valid lines of credit, and other additional financial means, other than any contractual advance payments, meet or exceed the total requirement for the subject contract of: RMB 160 million
7) Qualification Requirements
The bidder should have the qualification of “Grade I General Contracting for Mechanical and Electrical Engineering Construction” or “Grade I or above General Contracting for Municipal Public Engineering Construction”.
